The More Missions You Do in one Island the more Closer you are to unlock the next Island.I’ve just unlocked Alderney(The Last Island) today.

There are two ways to do this, and cheats aren’t one of them

1. Just like everybody else says, beat the missions, most missions aren’t that hard, the more missions you play, you will notice that your missions tell you to cross over to the other island, as soon as you meat that given mission, the island will be unlocked

2. You will not be able to visit shops or enter many buildings, but it you will be able to go to all the islands, press up to get the phone, then go to Multiplayer, then go Party Mode (or something like that), it will then open a LAN game, if there are no other consoles on your LAN playing GTA4, then you will be alone to do some browsing

As everyone is saying, you have to progress through the main storyline missions, there are no cheats to unlock areas early. If you really want to explore the entire city without doing the main missions, the only way I can think of would be to copy a saved game from a friend who already finished the game.

A few rough estimates of when you unlock different areas. Around 5-10 main missions in, you’ll get a mission to Bohan which is the little island in the northeast. After about 15-20 missions your main safehouse will move there as you do more missions there.

To unlock the main middle island Algonquin ("Manhattan NY") will be may be around 25-30 missions in. And the final western island Alderney is around 50-60 missions. There are 94 required missions to complete the game, though a few of them are trivial cut scenes with hardly anything to do, while others are very hard missions which you might fail many times (if you do, don’t get discouraged!).

Yea doing missions opens up more areas. I didn't try to explore before doing missions. So if you can cross over and your only problem is po pos chasing u go to google and type in gta 4 cheats and find the lower wanted level one. Sure if you cross over and put that one in you my be free of them.

go to a site called cheatcc.com.find a helicopter cheat.print it out or write it down.then go to gta 4 and dial it in on niko’s cell phone.

(the codes you dial in saves on his phone on cheats)

and you should be able to fly and explore.

The further you advance into the storyline, the more areas you will be able to visit. Do a bunch of missions and you'll get there.
